The RPC Server is unavailable...

I went to look at a GPO setting at one of the remote locations today and received the error in the Group Policy Management console telling me that the RPC Server was unavailable on the Domain Controller. When I logged into the Domain Controller, I encountered the Shutdown Event Tracker.

After I clicked Okay, the Group Policy Manager was able to communicate with the local DC. Coincidence? I have seen past instances where applications appear to wait to run until after someone logs in to the system and enters a shutdown reason. I have not located any information on what is happening behind the scenes. Anyone out there have an idea?
